Scope of national rule

(1) This Act shall apply to cableway installations designed for transport of persons.

(2) This Act does not apply to:

  1. lifts which permanently connect the levels of buildings and are intended for the transport of persons, persons and cargo or only cargo
  2. facilities intended for agricultural or forestry purposes
  3. cableways for the service of mountain shelters and houses intended only for the transport of goods or specially designated persons
  4. fixed or portable equipment designed exclusively for recreation and entertainment and not as a mean of transport for persons (zip lines, descents and similar equipment)
  5. mining installations or other stationary industrial installations used for industrial activities and facilities in which users or vehicles are transported by water.

This Act regulates issues related to cableways that include the construction of new cableways, granting concessions in the field of cableways, provisions on the head manager and manager of cableways and technical staff, requirements for operation and maintenance of cableways, provisions on safety analysis, issuance of cableways and peer technical inspection of the cableway and provisions on inspections and violations, notification of the conformity assessment body and other issues related to the cableway.

Scope of national rule

Article 3

(1) The provisions of Chapters I, II, III, IV, V and Annexes to this Ordinance shall apply to cableway installations in operation.

(2) The provisions of Chapters I, II, IV, V and Annex I to this Ordinance shall apply to subsystems and safety components placed on the market and installed in new cableways and in cableway in operation after the entry into force of this Ordinance.

(3) As an exception to paragraph 1 of this Article, if the provisions of Chapter III. of this Ordinance, contrary to the documentation referred to in Article 265, paragraph 2 of this Ordinance, the requirements of the relevant documentation shall apply.

Article 1.

This Ordinance prescribes the minimum technical requirements for the safe operation of cableways and the maintenance of subsystems and safety components of cableways.

Scope of national rule

(1) PTI includes visual inspection of buildings and their elements, visual inspection and functional testing of all mechanical equipment, all carriers with suspension and accessories, all safety functions and signaling and safety devices, mobile evacuation equipment and additional visual inspections of protective structures, networks and obstacles and route patency.

(2) The PTI may be complete or partial.

(3) A complete PTI shall be carried out on the cableway before the start of operation and the issuance of a permit for the operation of a new cableway and at least once a year complete PTI is prefomed.

Article 1

(1) This Ordinance determines the method of performing the technical inspection (hereinafter: PTI) of the cableway, the layout and content of the minutes of the PTI applicable to the procedure before the start of operation and issuance of approval for operation of the new cableway and then annually and after major modifications or emergencies on the cableway and a list of PTI compliance documents proving that the cableway meets safety and general requirements.
